The Holy Ghost And Fire – Exodus 19:1-20:17
Matthew 3:11 I indeed baptize you with water unto repentance: but he that cometh after me is mightier than I, whose shoes I am not worthy to bear: he shall baptize you with the Holy Ghost, and with fire:
John prepared the people to hear the voice of the Lord. In doing so, he stated that Christ would baptize with the holy Ghost and fire. The “Voice” of the Lord is often accompanied by “fire”. We first saw this with the Abrahamic Covenant:
Genesis 15:17 And it came to pass, that, when the sun went down, and it was dark, behold a smoking furnace, and a burning lamp that passed between those pieces.
We next saw the Lord speaking out of the fire as He appeared to Moses:
Exodus 3:2 And the angel of the LORD appeared unto him in a flame of fire out of the midst of a bush: and he looked, and, behold, the bush burned with fire, and the bush was not consumed.
At Sinai, we see God speaking out of the fire:
Deuteronomy 5:22 These words the LORD spake unto all your assembly in the mount out of the midst of the fire, of the cloud, and of the thick darkness, with a great voice: and he added no more. And he wrote them in two tables of stone, and delivered them unto me.
All the people heard God’s voice, which confirmed in their hearts that God would speak through Moses:
Exodus 19:9 And the LORD said unto Moses, Lo, I come unto thee in a thick cloud, that the people may hear when I speak with thee, and believe thee for ever. And Moses told the words of the people unto the LORD.
At the river Jordan many years later, we see a very similar occurance. In the beginning of the ministry of Christ and during His baptism, the holy Spirit descended upon Him, this time like a dove lighting upon Him. Everyone around Him heard the voice of God, and this same Holy Spirit confirmed in their hearts that God’s Word could be heard by Christ.
Matthew 3:16 And Jesus, when he was baptized, went up straightway out of the water: and, lo, the heavens were opened unto him, and he saw the Spirit of God descending like a dove, and lighting upon him:
Matthew 3:17 And lo a voice from heaven, saying, This is my beloved Son, in whom I am well pleased.
Again, at the beginning of the Church, we see the Holy Spirit on the Apostles appearing to the crowd of Jews around them as “cloven tongues like as of fire”. These tongues confirmed to this crowd that God’s Words was going to proceed from the Apostles.
C. It Was The Same At The Beginning Of The Church
Acts 2:1 And when the day of Pentecost was fully come, they were all with one accord in one place.
Acts 2:2 And suddenly there came a sound from heaven as of a rushing mighty wind, and it filled all the house where they were sitting.
Acts 2:3 And there appeared unto them cloven tongues like as of fire, and it sat upon each of them.
Acts 2:4 And they were all filled with the Holy Ghost, and began to speak with other tongues, as the Spirit gave them utterance.
Acts 2:5 And there were dwelling at Jerusalem Jews, devout men, out of every nation under heaven.
Acts 2:6 Now when this was noised abroad, the multitude came together, and were confounded, because that every man heard them speak in his own language.
Acts 2:7 And they were all amazed and marvelled, saying one to another, Behold, are not all these which speak Galilaeans?
Acts 2:8 And how hear we every man in our own tongue, wherein we were born?
1. The Holy Spirit came down in cloven tongues
2. So that the disciples could be believed
Can we see that the entire process is getting the people ready to hear the “Word of the Lord”. This “Word of God” is the solution to every problem, circumstance, Excuse, objection, and questioning of God’s plan.
Remember As Moses was being trained by God, the answer to all his objections, excuses, and questions was God’s Word.
Yahweh first announced His Mosaic covenant to His people through the prophet Moses. In most cases, however, human beings need to hear the confirming Voice of the Lord in order for them to believe the words of His prophet. God did just that while the Israelites were camped at the foot of Mount Sinai and He has manifested His voice similarly at other critical points in history. Similarly, we today have God’s Holy Spirit bearing witness with our spirit His Word:
Romans 8:14 For as many as are led by the Spirit of God, they are the sons of God.
Romans 8:15 For ye have not received the spirit of bondage again to fear; but ye have received the Spirit of adoption, whereby we cry, Abba, Father.
Romans 8:16 The Spirit itself beareth witness with our spirit, that we are the children of God:
Romans 8:17 And if children, then heirs; heirs of God, and joint-heirs with Christ; if so be that we suffer with him, that we may be also glorified together.
In order to speak to His people, Yahweh set His throne on top of a high mountain peek situated in the midst of a barren dessert wilderness. It is on that mountain that the pre-incarnate Christ spoke to His people confirming the words of His prophet, Moses. Yahweh speaks so all can hear thereby initiating His covenant with Israel.
While the Law was never intended for salvation – the Israelites had already been delivered by blood and power, it is God’s mind concerning His people’s conduct designed to point forward to faith in Christ, which enables a mere human to boldly approach God’s throne.
I. Three Months Out Of Egypt, Israel Camps Before Sinai
Exodus 19:1 In the third month, when the children of Israel were gone forth out of the land of Egypt, the same day came they into the wilderness of Sinai.
Exodus 19:2 For they were departed from Rephidim, and were come to the desert of Sinai, and had pitched in the wilderness; and there Israel camped before the mount.
II. Moses Is God’s Prophet
Exodus 19:3 And Moses went up unto God, and the LORD called unto him out of the mountain, saying, Thus shalt thou say to the house of Jacob, and tell the children of Israel;
III. What Moses Is To Tell Israel – The Conditional Mosaic Covenant
Exodus 19:4 Ye have seen what I did unto the Egyptians, and how I bare you on eagles' wings, and brought you unto myself.
Exodus 19:5 Now therefore, if ye will obey my voice indeed, and keep my covenant, then ye shall be a peculiar treasure unto me above all people: for all the earth is mine:
Exodus 19:6 And ye shall be unto me a kingdom of priests, and an holy nation. These are the words which thou shalt speak unto the children of Israel.
A. Yahweh Reminds Israel What He Has Done On Their Behalf
1. You have seen what I did unto the Egyptians
2. I bare you on eagles’ wings
Deuteronomy 32:11 As an eagle stirreth up her nest, fluttereth over her young, spreadeth abroad her wings, taketh them, beareth them on her wings:
3. I brought you unto Myself
a. Israel had a glorious deliverance – including communion with God
b. So, today we have a glorious deliverance
I Peter 3:18 For Christ also hath once suffered for sins, the just for the unjust, that he might bring us to God, being put to death in the flesh, but quickened by the Spirit:
B. Yahweh Tells Moses To Say: “If ye will obey my voice …, and keep my covenant,”
1. Ye shall be a peculiar treasure unto me
2. Ye shall be unto me a kingdom of priests
3. Ye shall be unto me an holy nation
C. God distinguished Israel “Above all people”
With revelation, prophets, covenants, His Holy Spirit
D. Even though Israel conditionally could be above other nations
1. God does not exclude other peoples
2. Remember Israel was to be a blessing to other nations
E. All the conditional promises to Israel are given today without condition:
1 Peter 2:9 But ye are a chosen generation, a royal priesthood, an holy nation, a peculiar people; that ye should shew forth the praises of him who hath called you out of darkness into his marvellous light:
1 Peter 2:10 Which in time past were not a people, but are now the people of God: which had not obtained mercy, but now have obtained mercy.
Revelation 1:6 And hath made us kings and priests unto God and his Father; to him be glory and dominion for ever and ever. Amen.
IV. Moses Was Israel’s Mediator
Exodus 19:7 And Moses came and called for the elders of the people, and laid before their faces all these words which the LORD commanded him.
Exodus 19:8 And all the people answered together, and said, All that the LORD hath spoken we will do. And Moses returned the words of the people unto the LORD.
A. Moses Laid All God’s Words Before Their Faces
B. Israel Agrees To The Covenant
C. Moses Returned The Words Of The People Unto The Lord
D. Today – Christ is God’s Prophet and Our Mediator
Deuteronomy 18:18 I will raise them up a Prophet from among their brethren, like unto thee, and will put my words in his mouth; and he shall speak unto them all that I shall command him.
1 Timothy 2:5 For there is one God, and one mediator between God and men, the man Christ Jesus;
E. Israel Immediately Agreed To The Covenant
1. Just like at Marah, the people needed Holy Spirit confirmation
2. Today, we also need Holy Spirit confirmation

V. Why God Came Down To Sinai And Spoke
Exodus 19:9 And the LORD said unto Moses, Lo, I come unto thee in a thick cloud, that the people may hear when I speak with thee, and believe thee for ever. And Moses told the words of the people unto the LORD.
A. God Came Down So The People Would Believe Moses Forever
1. The holy Spirit came down in a thick cloud
2. The people saw no manner of similitude
Deuteronomy 4:12 And the LORD spake unto you out of the midst of the fire: ye heard the voice of the words, but saw no similitude; only ye heard a voice.
B. Israel saw and heard enough to know it was God
C. After this the people would believe Moses
VI. Moses Preparing The People To “Hear The Voice Of The Lord”
Exodus 19:10 And the LORD said unto Moses, Go unto the people, and sanctify them to day and to morrow, and let them wash their clothes,
Exodus 19:11 And be ready against the third day: for the third day the LORD will come down in the sight of all the people upon mount Sinai.
A. To Sanctify Means To Call Out From Everyday Business
1. Wandering thoughts needed to be corralled
2. Impure affections needed to be thrown away
3. Physical passions needed to be suppressed
4. Washing clothes would make them consider the washing of the soul
B. Moses Had To “Set Bounds Around Sinai”
Exodus 19:12 And thou shalt set bounds unto the people round about, saying, Take heed to yourselves, that ye go not up into the mount, or touch the border of it: whosoever toucheth the mount shall be surely put to death:
Exodus 19:13 There shall not an hand touch it, but he shall surely be stoned, or shot through; whether it be beast or man, it shall not live: when the trumpet soundeth long, they shall come up to the mount.
1. No Man Or Beast Was To Touch The Mount
2. If They Did They must Die
3. Teaches Us That God Is A Holy God
4. Teaches Us That If One Is To Approach Him, He Must Be Holy
5. Today, Because Of The blood Of Christ We Can Boldly Approach The Throne:
VIII. Yahweh Descends Upon Mount Sinai
Exodus 19:14 And Moses went down from the mount unto the people, and sanctified the people; and they washed their clothes.
Exodus 19:15 And he said unto the people, Be ready against the third day: come not at your wives.
Exodus 19:16 And it came to pass on the third day in the morning, that there were thunders and lightnings, and a thick cloud upon the mount, and the voice of the trumpet exceeding loud; so that all the people that was in the camp trembled.
Exodus 19:17 And Moses brought forth the people out of the camp to meet with God; and they stood at the nether part of the mount.
Exodus 19:18 And mount Sinai was altogether on a smoke, because the LORD descended upon it in fire: and the smoke thereof ascended as the smoke of a furnace, and the whole mount quaked greatly.
Exodus 19:19 And when the voice of the trumpet sounded long, and waxed louder and louder, Moses spake, and God answered him by a voice.
Exodus 19:20 And the LORD came down upon mount Sinai, on the top of the mount: and the LORD called Moses up to the top of the mount; and Moses went up.
Exodus 19:21 And the LORD said unto Moses, Go down, charge the people, lest they break through unto the LORD to gaze, and many of them perish.
Exodus 19:22 And let the priests also, which come near to the LORD, sanctify themselves, lest the LORD break forth upon them.
Exodus 19:23 And Moses said unto the LORD, The people cannot come up to mount Sinai: for thou chargedst us, saying, Set bounds about the mount, and sanctify it.
Exodus 19:24 And the LORD said unto him, Away, get thee down, and thou shalt come up, thou, and Aaron with thee: but let not the priests and the people break through to come up unto the LORD, lest he break forth upon them.
Exodus 19:25 So Moses went down unto the people, and spake unto them.
IX. The Decalogue – (10 Words)
Exodus 20:1 And God spake all these words, saying,
Exodus 20:2 I am the LORD thy God, which have brought thee out of the land of Egypt, out of the house of bondage.
Yahweh Definitely Spoke These Words Out Of The Midst Of The Fire:

A. The First “Word” – No Other gods
Exodus 20:3 Thou shalt have no other gods before me[06440].

1. This actually means to eliminate all inordinate affections to earthly things
2. This actually means no gods along side of me
a. God knew Israel would not completely give up God
b. God knew the danger was that they would give equal credence to Pagan gods
3. This is actually a doing away with mental idolatry
a. To keep this commandment, one must set his affection on God
b. Perfect peace is found only in God and no other:
Isaiah 26:3 Thou wilt keep him in perfect peace, whose mind is stayed on thee: because he trusteth in thee.
Galatians 5:24 And they that are Christ's have crucified the flesh with the affections and lusts.
Colossians 3:2 Set your affection on things above, not on things on the earth.
B. The Second “Word” – No Graven Images
Exodus 20:4 Thou shalt not make unto thee any graven image, or any likeness of any thing that is in heaven above, or that is in the earth beneath, or that is in the water under the earth:
Exodus 20:5 Thou shalt not bow down thyself to them, nor serve them: for I the LORD thy God am a jealous God, visiting the iniquity of the fathers upon the children unto the third and fourth generation of them that hate me;
Exodus 20:6 And shewing mercy unto thousands of them that love me, and keep my commandments.
1. This Is A Prohibition Against Idolatry And Materialism
2. Whereas in the first commandment, some idolatry is:
a. covetousness:
Colossians 3: 5 Mortify therefore your members which are upon the earth; fornication, uncleanness, inordinate affection, evil concupiscence, and covetousness, which is idolatry:
b. Walking in the flesh:
Philippians 3:17 Brethren, be followers together of me, and mark them which walk so as ye have us for an ensample.
Philippians 3:18 (For many walk, of whom I have told you often, and now tell you even weeping, that they are the enemies of the cross of Christ:
Philippians 3:19 Whose end is destruction, whose God is their belly, and whose glory is in their shame, who mind earthly things.)
Philippians 3:20 For our conversation is in heaven; from whence also we look for the Saviour, the Lord Jesus Christ:
3. This commandment actually condemns the making of images for worship
a. Images are prevalent in Pagan cultures
1. These are usually things seen in the sky
2. Or these are things seen in the sky
3. Or these are things seen in the water
b. There is nothing wrong with making images as long as they are not worshipped
4. The reason for this commandment is because God is a jealous God
a. He will not allow the respect due Him to go to Pagan gods
b. Some question the judgment on the children of offending parents
1. But these are only temporal
2. They are usually consequences like disease that usually follow evildoing
Ezekiel 18:14 Now, lo, if he beget a son, that seeth all his father's sins which he hath done, and considereth, and doeth not such like,
Ezekiel 18:15 That hath not eaten upon the mountains, neither hath lifted up his eyes to the idols of the house of Israel, hath not defiled his neighbour's wife,
Ezekiel 18:16 Neither hath oppressed any, hath not withholden the pledge, neither hath spoiled by violence, but hath given his bread to the hungry, and hath covered the naked with a garment,
Ezekiel 18:17 That hath taken off his hand from the poor, that hath not received usury nor increase, hath executed my judgments, hath walked in my statutes; he shall not die for the iniquity of his father, he shall surely live.
C. The Third “Word” – God’s Name In Vain
Exodus 20:7 Thou shalt not take the name of the LORD thy God in vain; for the LORD will not hold him guiltless that taketh his name in vain.
1. This is using God’s name in context with something that is not of His character
2. This often happens in such evil worship as:
a. In perjury
b. In the practice of magic
c. In the invocation of the dead
3. This includes all false swearing and flippant profanity
4. Someone that uses God’s name to cover up an evil heart is breaking this one
5. Someone who try to cover up evil lives by professing Christ also break this one
D. The Forth “Word” – The Sabbath
Exodus 20:8 Remember the sabbath day, to keep it holy.
Exodus 20:9 Six days shalt thou labour, and do all thy work:
Exodus 20:10 But the seventh day is the sabbath of the LORD thy God: in it thou shalt not do any work, thou, nor thy son, nor thy daughter, thy manservant, nor thy maidservant, nor thy cattle, nor thy stranger that is within thy gates:
Exodus 20:11 For in six days the LORD made heaven and earth, the sea, and all that in them is, and rested the seventh day: wherefore the LORD blessed the sabbath day, and hallowed it.
1. This means to sanctify unto the Lord the day after six days of labor
a. The day isn’t specific (As Saturday or Sunday)
b. After the change in colanders we would not know the day anyway
2. Under the Mosaic Covenant, no one was to work on the sabbath
a. A master was not to make his servants work on that day
b. Even animals were to rest
c. lighting a fire was prohibited on the Sabbath – Exodus 35:3
d. Gathering sticks was prohibited – (Numbers 15:35)
3. The reason for observing the Sabbath was that God rested after He created the earth
4. Christ Himself said that the Sabbath was made for man:
Mark 2:23 And it came to pass, that he went through the corn fields on the sabbath day; and his disciples began, as they went, to pluck the ears of corn.
Mark 2:24 And the Pharisees said unto him, Behold, why do they on the sabbath day that which is not lawful?
Mark 2:25 And he said unto them, Have ye never read what David did, when he had need, and was an hungred, he, and they that were with him?
Mark 2:26 How he went into the house of God in the days of Abiathar the high priest, and did eat the shewbread, which is not lawful to eat but for the priests, and gave also to them which were with him?
Mark 2:27 And he said unto them, The sabbath was made for man, and not man for the sabbath:
Mark 2:28 Therefore the Son of man is Lord also of the sabbath.
5. Do not let anyone judge you on days or Sabbaths observed:
Romans 14:6 He that regardeth the day, regardeth it unto the Lord; and he that regardeth not the day, to the Lord he doth not regard it. He that eateth, eateth to the Lord, for he giveth God thanks; and he that eateth not, to the Lord he eateth not, and giveth God thanks.
Romans 14:7 For none of us liveth to himself, and no man dieth to himself.
Romans 14:8 For whether we live, we live unto the Lord; and whether we die, we die unto the Lord: whether we live therefore, or die, we are the Lord's.
Romans 14:9 For to this end Christ both died, and rose, and revived, that he might be Lord both of the dead and living.
Romans 14:10 But why dost thou judge thy brother? or why dost thou set at nought thy brother? for we shall all stand before the judgment seat of Christ.
Romans 14:11 For it is written, As I live, saith the Lord, every knee shall bow to me, and every tongue shall confess to God.
Romans 14:12 So then every one of us shall give account of himself to God.
Romans 14:13 Let us not therefore judge one another any more: but judge this rather, that no man put a stumblingblock or an occasion to fall in his brother's way.
E. The Fifth “Word” – Honoring Parents
Exodus 20:12 Honour thy father and thy mother: that thy days may be long upon the land which the LORD thy God giveth thee.
1. This Is A Transition Commandment – First Relation A Person Has With Others
2. Opposite of Paganism and Psychology – They Blame The Parents
3. It Is The Commandment With A Promise:
Ephesians 6:1 Children, obey your parents in the Lord: for this is right.
Ephesians 6:2 Honour thy father and mother; (which is the first commandment with promise;)
Ephesians 6:3 That it may be well with thee, and thou mayest live long on the earth.
Ephesians 6:4 And, ye fathers, provoke not your children to wrath: but bring them up in the nurture and admonition of the Lord.
F. The Sixth “Word” – No Murder
Exodus 20:13 Thou shalt not kill<07523>.

1. The Hebrew word ratsach actually means “murder”
2. Notice that this commandment is directed to the individual, not the nation
3. Christ confirmed this as He recited the commandments in NT:
Matthew 19:18 He saith unto him, Which? Jesus said, Thou shalt do no murder, Thou shalt not commit adultery, Thou shalt not steal, Thou shalt not bear false witness,
G. The Seventh “Word” – No Adultry
1. This originally meant “to sin against the family”
2. But, of course, means all kinds of sex outside of a marriage covenant
3. Adultery is found in the heart before the act occurs:
Matthew 5:28 But I say unto you, That whosoever looketh on a woman to lust after her hath committed adultery with her already in his heart.
H. The Eighth “Word” – No Stealing
Exodus 20:15 Thou shalt not steal.
1. This commandment affirms the possession of personal property
2. This commandment goes against robbing someone of their property
I. The Ninth “Word” – No Bearing False Witness
Exodus 20:16 Thou shalt not bear false witness against thy neighbour.
1. The previous commandment goes against robbing someone of their property
2. But this commandment goes against robbing one of his reputation
J. The Tenth “Word” – No Coveting
Exodus 20:17 Thou shalt not covet thy neighbour's house, thou shalt not covet thy neighbour's wife, nor his manservant, nor his maidservant, nor his ox, nor his ass, nor any thing that is thy neighbour's.
1. This commandment underlies the previous four commandments
2. All these last five result from wrong desires of the heart
X. The Law Was Not Designed For Salvation
A. While the Law was never intended for salvation – the Israelites had already been delivered by blood and power, it is God’s mind concerning His people’s conduct designed to point forward to faith in Christ, which enables a mere human to boldly approach God’s throne:
Hebrews 10:10 By the which will we are sanctified through the offering of the body of Jesus Christ once for all.
Hebrews 10:11 And every priest standeth daily ministering and offering oftentimes the same sacrifices, which can never take away sins:
Hebrews 10:12 But this man, after he had offered one sacrifice for sins for ever, sat down on the right hand of God;
Hebrews 10:13 From henceforth expecting till his enemies be made his footstool.
Hebrews 10:14 For by one offering he hath perfected for ever them that are sanctified.
Hebrews 10:15 Whereof the Holy Ghost also is a witness to us: for after that he had said before,
Hebrews 10:16 This is the covenant that I will make with them after those days, saith the Lord, I will put my laws into their hearts, and in their minds will I write them;
Hebrews 10:17 And their sins and iniquities will I remember no more.
Hebrews 10:18 Now where remission of these is, there is no more offering for sin.
Hebrews 10:19 Having therefore, brethren, boldness to enter into the holiest by the blood of Jesus,
Hebrews 10:20 By a new and living way, which he hath consecrated for us, through the veil, that is to say, his flesh;
Hebrews 10:21 And having an high priest over the house of God;
Hebrews 10:22 Let us draw near with a true heart in full assurance of faith, having our hearts sprinkled from an evil conscience, and our bodies washed with pure water.
Hebrews 10:23 Let us hold fast the profession of our faith without wavering; (for he is faithful that promised;)
B. Christ nailed such things on the cross:
Colossians 2:10 And ye are complete in him, which is the head of all principality and power:
Colossians 2:11 In whom also ye are circumcised with the circumcision made without hands, in putting off the body of the sins of the flesh by the circumcision of Christ:
Colossians 2:12 Buried with him in baptism, wherein also ye are risen with him through the faith of the operation of God, who hath raised him from the dead.
Colossians 2:13 And you, being dead in your sins and the uncircumcision of your flesh, hath he quickened together with him, having forgiven you all trespasses;
Colossians 2:14 Blotting out the handwriting of ordinances that was against us, which was contrary to us, and took it out of the way, nailing it to his cross;
Colossians 2:15 And having spoiled principalities and powers, he made a shew of them openly, triumphing over them in it.

C. Today, IF we are in Christ we are dead to the Law:
Romans 7:4 Wherefore, my brethren, ye also are become dead to the law by the body of Christ; that ye should be married to another, even to him who is raised from the dead, that we should bring forth fruit unto God.
Romans 7:5 For when we were in the flesh, the motions of sins, which were by the law, did work in our members to bring forth fruit unto death.
Romans 7:6 But now we are delivered from the law, that being dead wherein we were held; that we should serve in newness of spirit, and not in the oldness of the letter.
D. Remember, Today We Have This Same Holy Ghost And Fire Confirming God’s Word:
Romans 8:14 For as many as are led by the Spirit of God, they are the sons of God.
Romans 8:15 For ye have not received the spirit of bondage again to fear; but ye have received the Spirit of adoption, whereby we cry, Abba, Father.
Romans 8:16 The Spirit itself beareth witness with our spirit, that we are the children of God:
Romans 8:17 And if children, then heirs; heirs of God, and joint-heirs with Christ; if so be that we suffer with him, that we may be also glorified together.
